Partner Directory: Card Bureau Providers, Matched to Your Needs

4 min read

Your app is flawless. Your onboarding takes ninety seconds. Your brand is gorgeous. Then the card lands on the doormat two weeks late, in the wrong colour, with a chip that won't tap.

The card is the only part of your fintech a customer can actually hold, and the company that makes it rarely gets a second chance. Here's who to call, matched to exactly what you need.

What a card bureau actually does

  1. Manufactures the card body: plastic, recycled PVC, metal or wood.

  2. Personalises it: embosses or prints the name and PAN, and writes the EMV chip data your processor sends.

  3. Packs and posts it: carrier letter, envelope, PIN mailer (if you still send one).

  4. Runs the services around it: card tracking, instant replacement, digital PIN, push-provisioning to Apple Pay and Google Pay.

Every bureau you use must be certified by the card schemes (Visa and Mastercard approved vendor lists) and meet PCI Card Production and Provisioning security standards. Ask for both certificates on the first call.

The questions to ask before you sign

  • Which of my processors are you already integrated with? (Thredd, Marqeta, Paymentology, etc.) An existing integration can save weeks.

  • Where will my cards be produced, and is there a backup site? One site is a single point of failure.

  • What are the minimum order quantities and stock-holding costs? Small fintechs get caught out here.

  • What's the SLA from data file to card in the post? 24-48 hours is normal for replacements.

  • Can you push-provision to wallets on day one? Customers expect to pay with their phone before the plastic arrives.

  • What does a design change cost? Scheme brand approval is needed for every new card face.

Typical timeline to first card

Expect roughly 8-16 weeks from signing to live cards (indicative). The slow steps are scheme approval of your card design, the test card ("golden sample") cycle with your processor, and security audits. Start the design approval early.

The takeaway: choose your processor first, then pick a bureau already integrated with it. Order of operations saves months.
